Cost of vetting approvals through SIRE

INTERTANKO has on a number of occasions been asked about the practise of some charterers charging owners to access a SIRE report and approve the vessel on this basis.

INTERTANKO has on a number of occasions been asked about the practise of some charterers charging owners to access a SIRE report and approve the vessel on this basis. The charterer demands payment to undertake this approval. For example, Texaco Vetting may charge USD 720 to access a SIRE Report and others have been reported to charge as much as USD 1,000.

The typical response from charterers undertaking this approval for an owner is that, it is the owner who is asking for the approval, not the charterer. The owner will be asked to cover the costs for accessing the SIRE report and the time taken to make an assessment. In the case where a charterer wishes to vett a tanker, there will be no charge. Otherwise, charterers consider this as a commercial service for the owner.

Considering that the SIRE report costs USD 50, and given the time it takes to review it and any other company information, the fees appear steep. When pressed on the issue, OCIMF clearly state that this is a matter between the owner and the charterer. However it is understood that the access costs for OCIMF members to SIRE may shortly be reduced as the cost of establishing the computer database is recovered. It can only be hoped that this reduction may benefit the owners.

INTERTANKO continues to press for the widest use and acceptance of SIRE reports with the hope that in due course tankers should require only two vetting inspections a year, which are then logged in SIRE for all other charterers to access.

Recent initiatives by OCIMF to require equal standards for all inspectors, together with training courses for over 400 vetting inspectors, should help to improve acceptability of entered SIRE reports between charterers.
