At the STCW meeting at IMO on 11 January 2000, Mr Andrew Burr of the UK Government, Shipping Policy division gave a presentation on the UK’s Port Marine Safety Code.

In introducing the Code, Mr. Burr explained that there would be accompanying National Training Standards (NVQ’s) prepared, both integrated and modular. In addition there would be an accompanying Guide to good practice available later in the year.  The Code will be presented to the Minister on 20 January 2000. Training Standards for pilots should be produced by Easter, with National Guidelines for the Assessment of Pilotage Exemption certificates to follow.

The Code will cover all port safety functions, not only pilotage. Thus for each port there will be a Duty Holder. There will be accountability and possibility for public scrutiny.  There will be a possibility for the Minister/Department to question compliance.  Ports will be allowed to address the handling of the marine safety of their port as they wish, so long as it is clear the Duty Holder manages the overall safety of marine operations in the port. The Duty Holder is required to be open and accountable Arrangements with service providers and users protect the Duty Holder They are measurable and adequate to a standard endorsed by the Port State.

The Duty Holder does not have to provide all the marine safety services, hence opening the possibility of competing pilotage services, which a number of countries are now considering.  INTERTANKO ‘s concern has been to ensure that competition will not introduce dilution of standards.  It is likely that this Code will be taken up elsewhere, such as the EU or IMO or both.
