The sad oil spillage by Petrobras in Guanabara Bay also demands from Congress a brake in proliferation of provisory measures (MP).

The law on environmental crimes, voted in February 1998, stipulates fines that vary from R$ 50 to R$ 50 millions, among other penalties. But an MP in force authorizes exchange of fines for a compromise term of the criminal. Nobody else pays much for aggression to nature. The Environment Minister, Sarney Filho, defends the view that those responsible for the spillage be judged as criminals, in case negligence by Petrobras is proved. On Tuesday there was a protest at the Petrobras head - office entrance, against the oil spillage.
