PILOTAGE DUES AND SAFETY OF NAVIGATION IN THE PORT OF NOVOROSSIYSK

PILOTAGE DUES

Referring to articles in our P&T No. 04/2000 and Weekly News 10/2000 (10 March), INTERTANKO is pleased to announce that the double charging of pilotage dues has ceased.

The dispute commenced in February when the Port Authority of Novorossiysk (MAPN) announced that it was taking over the invoicing and collection of the pilotage dues. The Novorossiysk Maritime Pilots (NMP) repudiated this action.

The Russian Maritime Pilots Association (RMPA) issued a press release.

Seven accidents in the port were reported, including one involving a tanker. Three of these were claimed to have caused serious material damages.

RMPA has presented their claim on the dues to the court, and in the meantime they agree not to invoice pilotage dues to the owners.

Should the court rule in favour of the RMPA, however, the income from the pilotage dues must be internally settled between the MAPN and the RMPA/NMA.

SAFETY OF NAVIGATION

INTERTANKO has requested the MAPN to confirm that the safety of navigation in the port has been restored. As soon as such confirmation is received, we shall inform our membership accordingly.

However, until the irregularities are finally confirmed rectified, and the court’s ruling on which body has the right to invoice is officially known, INTERTANKO will keep a watchful eye on the situation.
