TANKER DETAINED IN PORT SUDAN

Further to our article in Weekly NEWS 27/2000, a tanker has been detained for several days due to lack of payment of the “royalty fee” of USD 0.75/MT cargo loaded.  The operator has been taken by surprise by this so far unofficial new fee.

The fee levied on the cargo should be for the charterer’s account.  However, until the Worldscale Association (WS) has received an official implementation, the fee cannot be included in the flat rate.  Hence, owners must ensure this is covered in any future fixtures until the WS has included it in the rate.

Both WS and INTERTANKO are on top of the issue.  INTERTANKO has requested the Sudanese authority to postpone the implementation for at least two month from date in order to give the shipping industry ample time to adjust to the new cost situation.
