PILOTAGE IN ROMANIA

As from 12 August 2000 the Ministry of Transportation (MoT) has decreed that pilotage in Romania is carried out exclusively by the following pilotage companies separated by zones of pilotage/ports:

As from 12 August 2000 the Ministry of Transportation (MoT) has decreed that pilotage in Romania is carried out exclusively by the following pilotage companies separated by zones of pilotage/ports:

Constantza Docks 1-76:          Agiges Pilots.
Constantza South 79-122:       Valmar.
Mangalia:                              Green Tours.
Midia:                                  Shark Pilots.

However, the problems at Constantza have not yet been solved.  After a court decision of 22 August 2000 the MoT allowed temporarily two other companies to perform pilotage at Constantza port:  Pilot Service and Atlas Pilot.  The authorisation can be cancelled any time as the case is still with the Court.

PILOTAGE TARIFFS:
The calculation of the pilotage tariff remains the same; however, rates have changed according to following clauses.

INCREASED TARIFFS:
100% for manoeuvring of a vessel with main engine out of order.
 30%  if manoeuvring performed during SSH (Saturdays/Sundays/Holidays).
 15%  for vessels with dangerous cargoes on board.
 10%  during night time operations (2200-0600 hrs).

DECREASED TARIFFS:
 50%  for shifting by ropes only.
 50%  for vessels with Romanian flag.
 25%  for liner/container vessels.
 10%  for vessels which call Constantza port for the 2nd time in the last 30 days.

If more than one of the above mentioned tariffs should apply, only one will be considered, the largest one.  (If the vessel is carrying a dangerous cargo and manoeuvring is performed during SSH, the tariffs will be increased by only 30%.)

The same will apply for the decreasing rates.

Pilot Service and Atlas Pilot are applying old tariffs without the above-mentioned clauses.
