PORT NEWS – Italy; Nigeria; Spain

ITALY/SANTA PANAGIA BAY – SHIP INSPECTION AT SEA PRIOR ARRIVING PORT

Regarding inspection of vessels prior to arrival at Cagliari; Santa Panagia Bay, Sicily has also adopted similar regulations. The only difference regarding tankers is that the Panagia Bay requirements stipulate “without double bottom”, whereas Cagliari’s refer to “double hull”.

In addition to the normal formalities, Masters are to provide information by VHF at least one hour prior to arrival such as: vessel’s characteristics and identification, position, route, speed, ETA, cargo carried, gasoil/fuel oil/lube oil on board, slops and any oil residues on board.

NIGERIA/LAGOS – CURFEW LIFTED

Further to Weekly NEWS No. 43/2000 of 27 October 2000, see below, the curfew imposed by the Lagos State Government was lifted on 28 October 2000.

Recent riots and civil disturbances between tribal factions in parts of
Lagos have led the State Government to impose a curfew in the city between
1800 and 0600 hours since 17 October 2000. Night discharge and operations have been disrupted. Operations during the day have also been partially affected as most offices are working with a skeleton staff and closing earlier for safety reasons.

SPAIN – STRIKE ANNOUNCED

A strike has been announced by Spanish port authority personnel for 2 and 3 November 2000.  The only port unaffected by the planned stoppage is Bilbao, where the Port Authority has already signed agreements with the unions.
