A ship was recently visited in Abidjan by a PSC team of five people. In addition to carrying out an inspection of the vessel, the navigating officers were gathered together and tested in the use of the GMDSS equipment. Detailed questioning took place until errors were found. The sum of USD 500.00 was then demanded for the issuance of a ?clean? certificate.

** Malaysia ? enforced requirement regarding CLC certificate

Tankers calling at Malaysian ports for loading/discharging must be in possession of a certificate issued in accordance with the provisions of Article VII of the International Convention on Civil Liability for Oil Pollution Damage, 1969 (CLC Certificate for Tankers carrying persistent oil).

Malaysia does not recognise the ?1992? Fund Convention, but will issue an endorsement on receipt of an application together with the following:

The Blue Certificate, and/or Contract of Insurance.

Copy of the Ship?s registry.

MYR 100.00 Bank Draft payable to ?Ketua Pengarah Laut?.

This endorsement can only be issued at the Marine Department HQ at Port Klang.

If assistance is required the agent should be contacted ONE WEEK prior to vessel?s arrival for submission to the Director of Marine at Port Klang for approval/endorsement.

** Singapore ? reporting procedures for West Jurong Sector

With the implementation of the new Sultan Fairway on 1 December 2000 masters of vessels seeking clearance to enter the West Jurong Sector shall do so when passing the Sultan B Buoy.

Masters of vessels entering, leaving or manoeuvring within the West Jurong Sector shall comply with the reporting procedures as stipulated in Singapore Port Marine Circular No. 21 issued 1 December 2000.
