Nigeria – implementation of simplified tariff postponed

Further to our Weekly NEWS No, 03 of 19 Jjanuary 2001, implementation of the new, simplified tariff intended due implemented 01 February has been postponed. AndIt  is now anticipated expected to be implemented 01 March 2001.  Further information will be provided as it coms becomes available.

Norway/Kaarstoe – tariff increase

Further to our article in Weekly NEWS No. 07 of 16 February 2001, the local agent, strongly supported by INTERTANKO and other users of the port, managed to have convince the port authority that they should reconsider their sudden and drastic increase of the Kaarstoe Harbour Dues.  During the re-check the port authority (Den norske stats oljeselskap a.s.) recognised a program failure, correction of which resulted in the reduction of the new tariff from NOK 11.00 to NOK 8.50/NT (the old tariffs based on 1997 assumption was NOK 6.10/NT).Unfortunately the implementation date remains 15 February 2001.  However, companies which have been over-charged based on the wrong tariff between 01 and 14 January 2001, will be remunerated the difference.The port authority regrets the hasty introduction of the new tariffs and recognises the need for more predictable routines when harbour tariffs are changed.  The routines will be changed, and as from now on a yearly recalculation of the tariffs based on the latest estimates and the proposed budget will be done carried out for the coming year enabling a adequate pre-advicegiving adequate forewarning to the industry.   Hence, the new calculated tariff being effective from 01 January 2002 can be incorporated into agreements in due time.

Despite the unfortunate raise rise of in the harbour tariff, the port authority would like to asensure the shippers that they will do whatever they can to reduce the cost of entering Kaarstoe Harbour and pursuing will review all cost elements in order to make Kaarstoe the most cost-effective port in the North Sea basin.
