An implementation date of 1 July 2001 has been set for the new ‘mandatory’ ballast water requirements for vessels entering Australian ports and waters. At present the mandatory requirements include the submission of a reporting form, the provision of safe ballast water and/or sediment sampling points and the prevention of sediment disposal from ballast tanks.

New arrangements will build on current standards and include an option of either carrying out ballast water exchange at sea or using the risk assessment system which establishes whether the vessel can safely (environmentally safe) discharge its ballast. The latter is based on a Decision Support System which will determine whether the vessel is ‘high-risk’ or ‘low-risk’ depending on the source of the ballast water. Options for high-risk ballast will be limited to exchange at sea, non-discharge or tank-to-tank transfer.
