5 QS – QUALITY CONSTRUCTION, MAINTENANCE, MANAGEMENT, OPERATION AND SERVICE – BASIS FOR ASSESSING ACCOUNTABILITY AND PERFORMANCE

INTERTANKO’s  Managing Director, Peter Swift, addressed the State of the Industry Session at the Connecticut Maritime Association  (CMA) “Shipping 2001” Conference  on 20 March. Sharing the stage with other speakers, including representatives from INTERTANKO’s members and associate members,  Marc Saverys (Euronav) – the new CMA Commodore, John Lyras (Paralos Maritime Corp. S.A.) and Frank Iarossi (ABS), Peter Swift overviewed the tanker industry and spoke of the image and reality of the performance over recent years.

Recognising weaknesses throughout the “Chain of Responsibility” he urged a change from the tendency to lay blame elsewhere to a greater acceptance of accountability and responsibility by individuals and organisations. Defining quality measures for owners and operators, he cited 5 Qs – Quality Construction, Maintenance, Management, Operation and Service – as a basis for assessing accountability and performance. To encourage improvements in tanker safety and quality across the industry Peter Swift  also called for stronger class, greater transparency, increased trust among parties and for more self regulation and self discipline rather than imposed legislation.
