As advised in our Weekly News 37/2001, the EU Commission on 12 September adopted its White Paper on a transport policy for Europe, called: "European Transport Policy for 2010: Time to decide". The White Paper makes a number of suggestions which aim to reduce accidents in the transport sector, remove transport bottlenecks, reduce the negative environmental impact of transport, enhance the role of the transport users, substantially increase efficiency for railways, improve transport efficiency by linking up the different transport modes, promote intermodality, develop a fair infrastructure charging system which takes into account external costs and encourages the use of the least polluting modes of transport, harmonise fuel taxes for professional road transport, and carry out major infrastructure work.
