HIGHLIGHTS FROM ROTTERDAM TANKER EVENT

OPEN MARKET SESSION

In view of the direct correlation between seaborne oil trade and Middle East oil production, as well as the future economic and political uncertainties post-September 11, INTERTANKO had invited Prof Dr Michael Stürmer, Chief Correspondent of International Affairs at Die Welt, to set the scene for this year’s Open Market Session. Entitled ‘An update and analysis of the factors impacting the international oil and tanker markets’. Dr Stürmer gave a brief history of the Middle East / Islamic conflicts. He also highlighted powerful strategies used in terrorism with the intention of causing maximum turmoil, and warned of the difficulties in forecasting future market prospects and its reliability during this period of uncertainty. Dr. Stürmer stressed the tense situation in several Middle Eastern countries that could potentially lead to dramatic changes in the political regimes. Presentations were also given by Odd A. Hassel, Cambridge Energy Research Associates (CERA), Erik Andersen, R.S. Platou Economic Research, Jacqueline Richardson, Richardson Lawrie Associates and Jim Gretton, Global Freight Forwards Ltd.

OPEN SESSION – TANKER VISIONS

INTERTANKO asked speakers to share their ‘Tanker Visions’ – their views on where the tanker sector is going and how they can strengthen the Chain of Responsibility. Representatives from many links in the chain – owners, flag states, class, pilots, managers, insurers and ports – were present with additional comments provided by Greenpeace.

INTERTANKO SESSION ON DEVELOPMENTS IN THE IMO, EU, US AND ASIAN REPRESENTATIONAL PROGRAMMES

INTERTANKO’s work in the IMO and its regional representational programmes in Asia, the EU and in the US were reviewed in a session chaired by INTERTANKO’s Deputy Managing Director, Svein Ringbakken. INTERTANKO’s Technical Director, Dragos Rauta spoke on the work in IMO; Ketil Djønne, INTERTANKO’s lobbyist in Brussels, on developments in the EU; INTERTANKO’s Washington representative, Jonathan Benner, on INTERTANKO involvement in the US; and Minerva Alfonso, INTERTANKO Sr. Vice President & Asian Representative, on INTERTANKO’s Asian work programme

INSURANCE ISSUES FACING THE TANKER INDUSTRY TODAY
The session was chaired by Luke Readman from the UK P&I Club. John Fawcett-Ellis, INTERTANKO, spoke on the insurance related activities of INTERTANKO and in particular post September 11. Hedley French, JLT Risk Solutions Ltd, provided a comprehensive overview of the impact of September 11 on the insurance and reinsurance markets. The concluding presentation was given by John Garthwaite, JLT Risk Solutions Ltd, who focused on the impact of September 11 on the P & I market.

MULTIPLE INSPECTIONS - DISCUSSIONS OF CURRENT AND PROPOSED INDUSTRY PRACTICES

The session was chaired by Otto Fritzner, Stolt Parcel Tankers Inc, with opening remarks provided by Lars Mossberg of Marinvest AB, Chairman of INTERTANKO’s Ship Vetting Inspection Committee. Speakers at the session included John Hughes, Oil Companies International Marine Forum (OCIMF), Martin Whittle, Chemical Distribution Institute, (CDI), Alan Cubbin, Quality Standards Directorate, UK Maritime and Coast Guard Agency and Chairman of The Paris MoU, and Wilhelm Magelssen, Det Norske Veritas.
