INTERTANKO protests Morocco’s notice to control access to its EEZ

The Moroccan Department of Transport has advised INTERTANKO of its intention to control access to its Exclusive Economic Zone (EEZ) and require an advance declaration for certain vessels about to enter their EEZ when transporting heavy fuel oil, bitumen and other products constituting a danger to the marine environment (without defining these latter products). INTERTANKO has protested this notice and its requirements as they represent violations of well-recognised principles of international public law, and further any requirements imposed on, or action taken against, ships in contravention of these principles would represent an infringement on the legislative and enforcement jurisdiction of the flag state of the ship concerned. INTERTANKO’s concerns are also being communicated to the External Relations Commissioner of the European Commission, the Greek Presidency of the European Union and appropriate governments.
