Singapore’s Maritime and Port Authority announces enhanced security measures

On 20 March the Maritime and Port Authority of Singapore (MPA) announced 2003 in its Port Marine Circulars Nos. 9-11 that with immediate effect certain new regulations had been introduced designed to enhance the security of vessels at anchor.

The new regulations can be summarised as follows:

  1. Prohibition of pleasure craft movements or activities in port at night
  2. Declaration of information by pleasure craft departing Singapore;
  3. Advance notification of movements by port limit tankers and harbour tugs within the port;
  4. Prohibited area in waters at the LNG/LPG/Chemical Gas carriers and VLCC anchorages
  5. Prohibition of movements of LNG, LPG and Chemical carriers in port at night
