IMO plans for MEPC 50 in December

The IMO will hold an extra session of MEPC (50) on 1 and 4 December 2003. The aim is to conclude amendments to Annex 1 of MARPOL covering the accelerated phase-out of single-hull tankers, the expansion of the Condition Assessment Scheme (CAS), and restrictions on the carriage of heavy grades of oil (HGO) to double-hull tankers.

At the completion of the MEPC meetings last week, IMO agreed an extra session of MEPC (50) to be held 1 and 4 December 2003. The aim is to conclude amendments to Annex 1 of MARPOL covering the accelerated phase-out of single-hull tankers, the expansion of the Condition Assessment Scheme (CAS), and restrictions on the carriage of heavy grades of oil (HGO) to double-hull tankers.

In preparation for this meeting the IMO has reactivated the Informal Group of Experts to review tanker statistics (including tankers below 5,000 dwt.), to examine demand estimates for shipbuilding and ship recycling and the other impacts of the proposed amendments now on the table, and to further review the impact of the ban on transport of HGO by single-hull tankers. A separate group has also been assembled, to be hosted by the UK, to review the revisions needed to CAS to make it applicable to Category 2 and 3 tankers from 15 years of age, and to examine the practical aspects of its application to a large number of tankers.
