Implementation of Singapore Code of Practice for bunkering CP 60 : 2004

On 17 November 2004 the Maritime and Port Authority of Singapore (MPA) issued Port Marine Circular No. 24 of 2004 advising that the revised CP 60 (Singapore Standard for Bunkering) bunkering requirements would be implemented on 19 May 2005.

The revision of CP 60 has been extensive, with INTERTANKO having participated in the Technical Committee convened by the Singapore Standards Authority (SPRING) (see Weekly NEWS No. 3 of 16 January 2004). New procedures and requirements have been added in the new code (CP 60 : 2004) to further enhance accuracy of delivered quantity and provide better quality assurance to bunker buyers in port. It aligns the standard to the requirements contained in MARPOL Annex VI (Regulations for the prevention of air pollution from ships), particularly that of Regulation 18 and the requirements for the delivery of bunkers.

With effect from 19 May 2005, simultaneously with the date of entry into force for MARPOL Annex VI, the standard will become operative in Singapore. The circular about this event clearly stipulates that the registered bunker suppliers shall:

(a) provide the Bunker Delivery Note (BDN) and bunker sample as required by the Regulation,

(b) certify that the bunker fuel oil delivered meets the requirements of Regulations 14 and 18 of Annex VI of MARPOL 73/78; and

(c) retain a copy of the BDN for at least three years (as is also the requirement for ships) for inspection and verification by the PortState as necessary.

With regard to the requirement in (b) above, the circular makes it clear that the Bunker Delivery Note is to also contain the warranty that:

“We certify that the bunker fuel oil delivered meets the requirements of Regulations 14 and 18 of Annex VI of MARPOL 73/78”.

INTERTANKO recommends that members obtain a copy of the Singapore CP 60 Standard and that, for the purposes of internationalisation, this standard is used by other port states as the basis for bunker delivery requirements and compliance with Annex VI of MARPOL 73/78.
