Athens Tanker Event - Stepping Stones to Continuous Improvement

The opening Session of the INTERTANKO Tanker Event in Athens this week included presentations on high priority issues for the tanker industry.  

Bob Somerville of the American Bureau of Shipping confirmed that the Common Structural Rules for tankers developed by the Joint Tanker Project are on track and will be enforced from 1 January 2006. He was less certain on whether the common rules will be equally adopted and enforced by all IACS classification societies.  

Dragos Rauta said that INTERTANKO welcomed the development of the Common Rules, which are seen as an evolution and, importantly, a unification of the current individual Classification Societies regulations. This is an industry pro-active initiative which would further contribute to preserving the tanker industry excellence in safe operations and environmental protection. INTERTANKO Safety, Technical and Environmental Committee (ISTEC) will assess the final draft of the rules, which is to be released any day.  

Ib Matthiesen of the European Maritime Safety Agency (EMSA) presented a number of industry and regulatory initiatives soon to be released by a Panel of experts on double hulls, which he had chaired. He concluded that these measures had their origins in the experience gained so far with the operation of double hull tankers and that many of these measures have been already adopted and tested on existing double hull tankers.  

Stephan Assheuer of Germanischer Lloyd outlined the German Administration's vision on how to use the IMO initiative on Goal Based New Construction Standards for revising the rulemaking concept in IMO. 

Lino Vassallo of the Maltese Maritime Administration stressed the importance of the strong support of the Mediterranean countries, including the EU Member States of the Mediterranean Memorandum of Understanding on Port State Control, which he chairs.
