INTERTANKO Northern European Panel Vetting Seminar in Oslo

In conjunction with (and part of) INTERTANKO’s Northern European Panel (NEP) meeting held in Oslo this week, a vetting seminar was hosted on 5 October. Some 50 Members attended the seminar which  proved very successful.

 

The programme included presentations by Richard Schiferli, General Secretary of the Paris MoU,  on the PMoU’s New Inspection Regime (NIR). Members are reminded that the NIR will replace the existing PSC regime on 1 January 2011. The Ship Risk Profile and the Company Performance Indicators are important parts of the NIR - owners can calculate their ship risk profile and company risk profile indicators at the Paris MoU web site.

 

INTERTANKO is very encouraged that neither ship type nor age will be a factor in determining a high risk vessel within the new inspection regime

Ian Hunter, President of Hudson Systems, provided delegates with a lively presentation on the screening process, highlighting what ship owners need to know and understand,  what drives oil majors and others to undertake vetting, and what they aim to achieve by it.

Ian Mclean, Senior Associate/Master Mariner with Ince & Co provided a presentation regarding "Reporting to Oil Companies" covering the following relevant areas:

 

  • Seaworthiness and the contract of carriage
  • The requirement to disclose communications
  • Routine SIRE reporting Post incident reporting to Oil Majors
  • Answers to SIRE questions

Capt Howard Snaith, INTERTANKO's Marine Director, concluded the Seminar by providing delegates with an update and overview of the various work programme items being addressed by INTERTANKO’s Vetting Committee, covering topics including:

 

  • "SMART" vetting and progress on work items emanating from the CEO chemical owning vetting workshop, undertaken in conjunction with the Vetting Committee
  • Tanker Officer Training Standards (TOTS): updates regarding implementation
  • Confidential Accident Reporting Platform (CARP)
  • Vetting publications and forthcoming new publications
  • Vetting Clauses
  • Terminal Vetting Database (TVD)
  • New e-database initiatives enabling confidential feedback systems for members regarding vetting, Vetting Inspection Feedback (VIFF) and Port State Control Feedback (PSCIFF) inspections
  • Updates regarding benchmarking initiatives regarding officer retention: VIQ; LTiF and TMSA 2
  • An update regarding the focus on hours of work and rest
