MSC 81 - Draft Amendments to Chapters 17 and 18 of the IBC Code

Draft amendments to Chapters 17 and 18 of the IBC Code were submitted to the IMO’s Maritime Safety Committee for consideration at MSC 81. It is expected that these amended chapters will be approved at MSC 82 in October 2006, and at the 55th session of the IMO’s Marine Environment Protection Committee (MEPC 55) in December 2006.  

The amended Chapters 17 and 18 (which essentially contain the most up-to-date categorisations of products) had been agreed upon last month at the 10th session of the IMO’s Bulk Liquids and Gases Subcommittee (BLG 10). Although the amended IBC Code was adopted in December 2004, including the cargo lists in Chapter 17 and Chapter 18, the final version of these amendments will replace Chapters 17 and 18 of the IBC Code.  

When the MSC adopted the revised IBC Code last year, a joint MSC/MEPC Circular (MSC Circ.1128 / MEPC Circ.423) was issued containing a list of products that had been omitted from Chapters 17 or 18 of the IBC Code because of the lack of essential safety and/or pollution data - as reported previously (click here to view). Data has since been submitted on over 120 of these products, which have been subsequently re-categorised. In addition to these submissions a number of new products have also been evaluated. 

Normally these products would be contained in the MEPC.2/Circ  issued every December. However, utilising the normal MEPC.2 Circ timeline does not allow for the inclusion of these amendments in the IBC Code until the next version, which will be issued in 2009. Therefore these amendments have been submitted as “urgent” for consideration by MSC and MEPC. 

In order to ensure that all stakeholders have the most up-to-date information prior to the 1 January 2007 implementation date, the published version of the IBC Code will include these latest amendments. An interim List 1 of the MEPC.2/Circ. will also be circulated prior to the next meeting of the ESPH Working Group (September 2006). This interim list (tentatively entitled List 1 b) will include all of these products. The amended Chapters 17 and 18 can be accessed by clicking here.
