Commissioner Barrot invites INTERTANKO input on reception facilities

In a letter received by INTERTANKO this week, Vice President of the European Commission Jacques Barrot has invited the Association, as port users, to submit reports to the Commission on problems encountered when using European port waste reception facilities. Commissioner Barrot's communication is a direct response to a letter sent by INTERTANKO in June requesting the Commission's continued support for Member States to meet their obligations to provide adequate waste reception facilities as per MARPOL 73/78.  

INTERTANKO, in its letter to Barrot, drew upon the positive work carried out by the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC) in a study identifying the needs for waste reception facilities in the Mediterranean region. This illustrated the positive steps that can be taken to assist the tanker industry in ensuring that States provide adequate facilities.  

Commissioner Barrot acknowledged the efforts made by INTERTANKO and the Port Reception Facilities Forum, explaining that the Commission is closely following this work while also undertaking its own tasks to assist in improving the present situation. In particular, and while stating the Commission's objective to ensure a harmonised implementation of MARPOL across Europe, the Commission continues to monitor the implementation by Member States of its own Directive 2000/59/EC on Port Waste Reception Facilities. While the Commission has taken infringement procedures against several States, Barrot stresses that this process has been brought about by the Commission's own initiative and is not due to complaints received from the port users.  

Given the importance of this issue, and while maintaining its role within the Port Reception Facilities Forum, INTERTANKO extends a request for continued information on experiences within Europe.
