Authorities confused - not issuing new Ship Sanitation Control Exemption Certificate/Ship Sanitation Control Certificate

Further to our report in Weekly NEWS No. 27/2007 of 6 July 2007 regarding the replacement of the Deratting Certificate/Deratting Exemption Certificate by the Ship Sanitation Control Exemption Certificate/Ship Sanitation Control Certificate (SSCEC/SSCC), there appears currently to exist considerable confusion within the authorities who are supposed to issue the new certificates. It has been reported that some authorities neither issue them nor accept them, which is not in compliance with the new regulation adopted by the World Health Organisation (WHO).

The WHO is aware of the problem and has advised that it expects this confusion to continue for some time. It is currently developing guidelines to assist authorities and ship owners in complying with the new regulation.

INTERTANKO advises members who experience any difficulties in obtaining the new certificates to provide the authorities with the information contained in the WHO website. Click here for the latest information on the WHO website.

Members may consider, when possible, having both the new and old certificates available onboard. Although we recognise this was not WHO's intention when it adopted the new regulation, it may minimise any difficulties with Port State Control officers.
