Chemical Tanker Sub-committee ( Americas) reviews work programme

The 2004 Spring meeting of the INTERTANKO Chemical Tanker Sub-committee (Americas) (CTSCA) was held on 15 June 2004 in Houston, Texas in conjunction with the Independent Liquid Terminals Association (ILTA) Annual Conference and Trade Show, allowing attendees to participate in both fora. 

This Sub-committee of the INTERTANKO Chemical Tanker Committee (CTC) was created in 2003 to ensure representation in the US, while handling specific regional issues that arise from the Americas.  Mmebers participating in the Sub-committee meeting (chaired by Knut Dybvik of Odfjell USA) included shipowner and charterer representatives.

The CTSCA Sub-committee review of its 2004 work programme focused on:

  • Maritime security issues specific to the  chemical tanker owner calling in the US
  • The MARPOL Annex II Revisions relative to decisions made at the IMO MEPC 51 and MSC 78 committee meetings
  • Work of the USCG Chemical Transportation Advisory Committee (CTAC) - specifically the work of the Hazardous Cargo Transportation Subcommittee
  • Issues and dialogue specific to the HoustonGalvestonPort area and specifically the efforts of the Houston Galveston Navigation and Safety Advisory Committee (HOGANSAC)
  • US State Regulations and Legislation Monitoring

Following the CTSCA meeting, INTERTANKO held a half day chemical tanker seminar.  INTERTANKO is very grateful to the ILTA for providing such a wonderful venue for the first CTSCA Chemical Seminar.

The issues discussed at the seminar focused on maritime safety and security; environmental damage; ship access and shore leave; pending state regulations and legislation. The informal nature of the seminar allowed participants to discuss these issues with speakers and panel members that included legal experts, facility representatives, shipowners and US Customs and Border Protection officials.

The 2005 CTSCA Spring Meeting will be held in conjunction with the 2005 ILTA meeting next June.  The next meeting of the CTSCA is planned for late fall of 2004. The possibility of holding the CTSCA and the Latin American Panel (LAP) in a joint venue is being explored.  Members of both the LAP and CTSCA will be asked for input prior to any arrangements being finalised.
