Consultant required to write U.S. tug escort study

The Department of Ecology Spill Prevention, Preparedness, and Response Program in the U.S. has advised that its Tug Escort Study is formally out to bid today.

This is a technical study which it is being conducted at the request of the 2003 Washington State Legislature.  Senate Bill 6072 directed the Department of Ecology to complete "an evaluation of tug escort requirements for laden tankers to determine if the current escort system requirements under RCW 88.16.190 should be modified to recognize safety enhancements of the new double hull tankers deployed with redundant systems".

There will be a mandatory pre-submittal conference for potential consultants on 23 June 2004. Formal proposals are due at 4 p.m. on 6 July 2004.

It is hoped that it will have a consultant under contract by mid-July. At the conclusion of the study it will submit a report with recommendations to the Legislature and Governor, no later than 1 January 2005.

Members are requested to pass this to any consultant that might be interested in submitting a proposal.
