Free-fall lifeboats – IMO guidelines, and implementation of SOLAS amendment on launching lifeboats without operating crew

On 15 December 2004 the International Maritime Organization (IMO) issued a circular MSC Circ. 1137 providing guidelines for the simulated launching of free-fall lifeboats.

Further to our article in Weekly News No. 01 of 7 January 2005, we are pleased to advise that on 13 January 2005 the Singapore Maritime and Port Authority (MPA) issued Shipping Circular No. 2 of 2005 advising owners, operators, and masters of Singapore ships that Singapore is immediately implementing the June 2004 amendment to SOLAS regulation III/19.3.3.3.

The amendment was originally scheduled to come into effect on 1 July 2006. At the December 2004 session of the IMO Maritime Safety Committee (MSC), early implementation of the amendment was encouraged.
