INTERTANKO active at Mediterranean MoU committee meeting

INTERTANKO was honoured to be invited this week to the 7th Committee Meeting of the Mediterranean Memorandum of Understanding (Med MoU) on Port State Control (PSC) in Alexandria, Egypt, where representatives present included the U.S. Coast Guard (USCG), West African MoU, Black Sea MoU, Riyadh MoU, the IMO (as observer), Turkey, Morocco, Malta, Jordan, Cyprus, Algeria, as well as the Med MoU Secretariat. The meeting was chaired by Lino Vassallo, Executive Director of the Malta Maritime Authority. 

INTERTANKO was made very welcome by all in attendance and gave a presentation, which can be downloaded from the INTERTANKO web site here. 

In addition to offering our support and cooperation, INTERTANKO presented its views regarding PSC and outlined the goals identified by the INTERTANKO Vetting Committee. These included harmonised targeting systems, independent detention reviews, common grounds for detention, maintaining the integrity of PSC, and rewards for the good owner.

In addition we proposed a regular and open dialogue between responsible owners, industry associations and PSC officials, the development of best practices within PSC regimes and the creation of suitable mechanisms for confidential feedback.  

Subsequent to our presentation, we are pleased to advise that the Med MoU has indicated that it proposes to instigate an independent detention review process (similar to that practised by the Paris MoU). INTERTANKO will be invited to future meetings of the Med MoU to continue to build up our relationship. 

In addition, we are also pleased to report a willingness by the Med MoU to utilise both SIRE and CDI to access PSC information to help them to target ships correctly. We will be assisting the Med MoU, CDI and SIRE to contact each other so that the appropriate mechanisms can be put in place. This will be beneficial in the continual effort to reduce inspections.
