MARPOL Annex II NVIC No.03-06 - Additional guidance regarding Cargo Record Book formats

As members may recall, we circulated in our article in Weekly NEWS No. 48/2006 of 1 December U.S. Coast Guard (USCG) Navigation and Inspection Circular (NVIC) No. 03-06 regarding the implementation of MARPOL Annex II.


We have since sought some additional clarification from the USCG with specific regard to the advice given on page 10, section 6, of the NVIC relating to pen and ink changes to the Cargo Record Book to reflect the new changes.


The advice provided to us by the USCG is as follows:


1.      If a vessel or flag administration prefers not to have pen and ink changes made to their Cargo Record Books, it is suggested that the flag state issue a new Cargo Record Book for the vessel with the format specified in the revised Annex II, Appendix 2.


2.      However, another alternative would be to have flag administrations provide documentation allowing their vessels to continue to use the old Cargo Record Book, unaltered, for a specified period of time.


Members are therefore encouraged to undertake the one of the suggested practices outlined above.
