RADIO DIRECTION FINDER (RDF) EXEMPTION CERTIFICATES

Attention is drawn to the requirements of regulation 19 (carriage requirements for shipborne navigation systems and equipment), specifically to radio direction finder (RDF) apparatus, in the amendments to Chapter V of SOLAS 74, which were adopted by Resolution MSC.99 (73).

The requirements of the amendments to Chapter V of the International Convention for the Safety of Life at Sea, 74 (SOLAS), which were adopted by Resolution MSC.99 (73), will enter into force on 1 July 2002. This chapter has been completely revised to take into account the recent technological developments.

Attention is drawn to the requirements of regulation 19 (carriage requirements for shipborne navigation systems and equipment), specifically to radio direction finder (RDF) apparatus.

According to regulation 19.1.1, ships constructed on or after 1 July 2002 shall be fitted with a navigational system and equipment. Paragraph 2.1.6 of regulation 19 specifies that all ships (irrespective of size) shall have a receiver for a global navigation satellite system or a terrestrial radio navigation system to establish and update the ship's position by automatic means.

Regulation 19.1.2.2. requires that all ships constructed before 1 July 2002 shall be fitted with the equipment or system required in paragraph 2.1.6 no later than the first survey after 1 July 2002. Therefore, the radio direction finder (RDF) apparatus referred to in v/12 of the previous SOLAS version will no longer be required.

On the basis of the paragraph cited above the Panama administration has determined that effective by 1 July 2002, RDF exemption certificates will no longer be issued and any RDF exemption certificate issued before this date will be valid until the next renewal of the safety equipment certificate.
