THE EUROPEAN UNION TO GO AHEAD WITH REGIONAL RULES ON TBT?

It now seems clear that the European Commission's industry arm (DG Enterprise) will put forward a proposal to ban the use of TBT (Tributyltin) on EU flagged vessels as from 2003.

On the other hand, the intention is NOT to make such rules applicable for foreign vessels entering EU ports, before the newly agreed IMO AFS-convention (Convention on the control of harmful anti-fouling systems on ships) enters into force. With this approach the Commission hopes to contribute to cleaner waters in Europe, but also to put pressure on EU member states to ratify and implement the AFS convention.  A hearing on this new Commission approach will be held in Brussels on the 5 February.
