USCG CTAC Hazardous Cargo Transportation Security (HCTS) sub-committee meeting

The USCG CTAC Hazardous Cargo Transportation Security (HCTS) sub-committee met on 14-16 April 2003 in Washington, DC . This sub-committee was established through the CTAC and is tasked with assisting in the development of procedures and policies designed to deny terrorists the use of hazardous cargoes as weapons while they are stored within the US Maritime Transportation System (MTS).

The meeting agenda included the following:

  • Correlation between the ISPS and all three NVICs (port facility and vessel)
  • Discussion of the training needs relative to the US PREP programme
  • Development of a training competency matrix for CSO and SSO
  • A discussion of communication and security publications
  • A discussion of scenarios involving a “worst case” and hazardous cargoes

INTERTANKO participated in the sub-committee meetings held prior to the CTAC full meeting. As an appointed CTAC member INTERTANKO will review and approve work product from the sub-committee.  The next meeting of the HCTS will be held in Jeffersonville, Indiana on 15-17 July 2003. This meeting will involve the review of the US Coast Guard Interim Final Rule (IFR) and the preparation of comments that will be submitted to the docket. The IFR is due out 1 July 2003. The first two days will focus on the work of the HCTS sub-committee relative to the published IFR. A public meeting will be held on 17 July 2003  to discuss the response to the IFR.  Because administrative procedures require this to be a public meeting an announcement will also be published in the Federal Register 30 days prior to the date of the meeting.
