Dragos Rauta gave a presentation to the Houston/Galveston Navigation Safety Advisory Committee (HOGANSAC) in Houston on 5 June 2003 entitled ‘Ensuring tanker safety transit to berth’. In his brief report he outlined some safety and navigational problems that had been experienced by tankers within the confined waters of US Ports due to out of date or inaccurate soundings of water depth.

“Tanker operators believe that there are a sufficient number of draught-connected incidents that are cause for concern as each grounding is a potential pollution risk. Whilst the cases that have occurred so far have not caused too much harm, INTERTANKO considers it of great importance to bring to your attention the need for clear and reliable information on this issue. There is also a great need to clarify who is the authority responsible for not only noting incidents but also taking corrective action.”
