Guidelines for port state control under MARPOL Annex VI

The Sub-Committee on Flag State Implementation at its thirteenth session (7-11 March 2005), recognising that the Protocol of 1997 to amend the International Convention for the Protection of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto, which added Annex VI to the MARPOL Convention, will enter into force on 19 May 2005, and recognising that many parties thereto intend to carry out port state control under that instrument, has prepared draft guidelines on port state control under MARPOL Annex VI. 

The Marine Environment Protection Committee at its fifty-third session (18-22 July 2005), may adopt these guidelines, the text of which can be seen at: Even though this is a draft and IMO might make a few changes before adopting them, we believe they could give guidance to members. Note that MARPOL Annex VI comes into force on 19 May 2005 and the final text of these guidelines will not be available before end July 2005.  

Parties to MARPOL Annex VI are invited to bring the guidelines to the attention of their port state control officers in order to facilitate harmonised action by individual parties.
