IACS to refrain from issuing CAS certification for flag administrations

In a recent revision of its Procedural Requirements PR 22-Rev.1, the International Association of Classification Societies (IACS) has decided to decline any request to fulfil the Flag State's statutory obligation of issuing CAS (Condition Assessment Scheme) Statements of Compliance, as might be required by some Flag Administrations lacking the necessary expertise and resources.

As you may recall, one of the main features of CAS was that Flag Administrations could delegate their authority for the survey but that they could not delegate their authority to issue a Statement of Compliance. The IMO created this as a mechanism to impose an obligation on administrations properly to fulfil an important part of the statutory requirements they traditionally delegate to Classification Societies.
