IMO – transfer of class-related matters between Recognised Organisations

The IMO has issued Circular MSC-MEPC.5/Circ.2 providing guidelines for Administrations to ensure the adequacy of transfer of class-related matters between the Recognised Organisations (ROs) to which Flag Administrations delegate some of their responsibilities. These IMO Guidelines come as a completion of the IACS Procedural Requirement 1A, Part 2 - Procedure for Transfer of Class (see the entire PR1A, Procedures for Changing Classification Status).  

The IMO Guidelines stipulate the obligations of both the "losing RO" and of the "gaining RO", particularly on reporting matters. Like the IACS PR1A, the IMO Guidelines give a detailed list of plans to be submitted, surveys to be carried out (function of the ship's age) and corrective actions which need to be completed before the transfer is accepted. 

Please note that for tankers and bulkers between 15 and 20 years of age, a transfer of class would call for an intermediate survey or a renewal survey, whichever is first scheduled, while for oil tankers and bulkers over 20 years of age, the transfer of class can be completed only after a satisfactory renewal survey.  

For practical reasons, PR1A and IMO Guidelines MSC-MEPC.5/Circ.2 require good planning of the transfer of class and the ship's scheduled surveys.
