IMO regulations and amendments to regulations to come into force on 1 January 2007

As from 1 January 2007, the following new regulations, or amendments to the current IMO regulations, will come into force:

 

MARPOL Convention

 

Revised Annex I comes into force.

 

Annex I, Regulation 22 - double bottoms in cargo pump rooms for oil tankers of and above 5,000 dwt with keel laid on or after 1st January 2007.

 

Annex I, Regulation 23 - accidental outflow calculations - oil tankers contracted on or after 1 January 2007 or delivered on or after 1 January 2010.

 

Annex I, Regulation 37.4 - access to shore-based service providers for stability and residual strength calculations software programs.

 

IMO Resolution A.744(18) - New and specific survey requirements for double hull tankers have been introduced. Survey planning requirements are now in line with those introduced by MARPOL I/13G for the Condition Assessment Scheme (CAS) and thus apply to both single and double hull oil tankers. The survey requirements are arranged in two different self-contained parts of Annex B to the Resolution, Part A for double hull oil tankers and Part B for single hull oil tankers.

 

Reg. 13G(4) - During this year, single hull oil tankers Category 2 and 3 delivered in 1980 and 1981 will be phased out by their anniversary dates.

 

Revised Annex II comes into force.

 

SOLAS Convention

 

Revised IBC Code (International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk) and BCH Code (Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk) come into force

 

SOLAS II-1/45 - new paragraph requiring that electrical equipment, cables and wiring in hazardous locations in tankers comply with IEC 60092-502:1999, or a risk assessment for ships constructed on 1 January 2007 and after.

 

SOLAS II-1/3-7 (new regulation) - For ships constructed on 01.01.2007 or after, a set of as-built drawings and other plans showing subsequent structural alterations shall be kept onboard and ashore by the Company.
