Means of Access – Revised standards may be applied from 1/1/2005

As previously reported, the IMO's Marine Safety Committee (MSC) recently agreed on a set of amendments to SOLAS regulation II-1/3-6 and to its Technical Provisions,which are expected to enter into force on 1 January 2006.

These amendments, required by the industry, provide a safer and a more practical approach to accessing spaces on oil tankers and bulk carriers. Since the IMO's strict time frames for the implementation of amendments to its regulations would have made the new standards applicable one year later than SOLAS II-1/3-6 comes into force, the IMO also agreed that flag Administrations may apply in advance the revised standards to ships constructed on or after 1 January 2005. This week, IMO issued MSC Circ. 1107 providing such guidance - which ship operators should take into account.
