Provision of means of access for the purpose of carrying out inspections

The new Regulation (SOLAS II-1/3-6) calling for physical and permanent means of access for inspections will apply to tankers of 500 grt and over constructed on and after 1 January 2005. Links to the full text of the Regulation and its Technical Provisions are provided.

As stated, we revert with a copy of the full text of the Regulation and its Technical Provisions.The new Regulation (SOLAS II-1/3-6) calling for physical and permanent means of access for inspections will apply to tankers of 500 grt and over constructed on and after 1 January 2005. The Regulation will be adopted unless, prior to 1 January 2004, more than one-third of SOLAS Parties, or those with a combined merchant fleet of more than 50% of the gross tonnage of the world’s merchant fleet, have notified their objections to the amendments (this is the so-called “tacit acceptance”). The Technical Provisions will come into force together with the new Regulation.

We wish to clarify that this regulation, as proposed by the Bahamas and supported by a large number of Governments, was adopted by IMO through a fast track procedure. INTERTANKO’s contributions aimed to introduce (as much as possible) into the Technical Provisions practical recommendations for easy access in tankers that make sense and do not increase maintenance. The Bahamas and other Governments decided at the last moment to remove any reference to survey by rafting. However, INTERTANKO ensured that in paragraph 1 of the Technical Provisions rafting is permitted in tankers and combination carriers.
