Singapore Bunkering, the Bunker Delivery Note and MARPOL Annex VI

With the entry into force of MARPOL Annex VI some 10 months away, the Bunker Delivery Note (BDN) will become a statutory document for witnessing the quality of the bunker fuel received onboard, and its compliance with the requirements. In addition a supplier's sealed sample should be retained onboard for a period of not less than one year, in order that checks may be subsequently undertaken by a Port State Control officer to confirm that the quality of the fuel received is in line with the declarations on the BDN. The retained reference sample must not be confused with the commercial samples currently taken during bunkering operations, as the sample complies with a statutory requirement.

The requirements of the Marine and Port Authority of Singapore (MPA) regarding the registration of the seal number of the supplier's sample on the BDN, and of that given to the vessel, is very much in line with the requirements and objectives of MARPOL Annex VI. This requirement by the MPA will allow easy correlation between a particular sample and the associated BDN. However, the samples provided should be taken by the methods and location allowed in the sampling guidelines of both Annex VI and the Singapore CP60 procedures.

The insertion of sample identification information and the respective seal numbers for additional samples taken simultaneously, for commercial purposes of a bunkering operation on the BDN, as recommended by DNV Petroleum Services, will supply additional cross reference in the event that the bunker quality does not meet the requirements of either Regulation 14 or 18 of Annex VI. INTERTANKO supports this recommendation and, where the bunker supplier refuses such an insertion, supports the sending of an appropriate "Note of Protest"/"Statement of Fact" to the Port Authority.
