THREE NEW SINGAPORE BUNKERING INITIATIVES

The Singapore Maritime and Port Authority (MPA) has announced three initiatives to enhance bunkering services in Singapore: an accreditation scheme for bunker suppliers, an improved bunker sampling method to ensure quality of bunkers, and more intense bunker quality checks on bunker tankers.

MPA is introducing an accreditation scheme for bunker suppliers, an improved bunker sampling method to ensure quality of bunkers, and more intense bunker quality checks on bunker tankers.

 

INTERTANKO would like to congratulate MPA on being the first, and unfortunately the sole, Government and Port Authority to understand that the quality and adequacy of the bunkers delivered to ships cannot be ensured by shipowners and private entities such as fuel testing services. Shipowners have a commercial interest to check that they get what they pay for and the fuel testing services are the means of checking the fuel composition. However, in case of deviation from the regulations (which should be implemented by Governments irrespective of whether MARPOL Annex VI is in force or not), only the Port Authority can take measures.
