We have previously reported on the work of the INTERTANKO Vetting Committee with the Paris MoU regarding naming the charterer if the vessel is detained, and the submission of INTERTANKO comments to the USCG public Docket Management system where we actively supported the initiative by the USCG to name the Charterer in the vessels pre-arrival notification message.

The U.S. Coast Guard has now advised that it has recently expanded its Port State Control (PSC) Programme to include charterers associated with detained vessels. The currentPSC Charterer List can be viewed here. Identifies 18 companies that had chartered vessels detained by the Coast Guard since February 2002.  Of these, only two were associated with more than one detention. The Coast Guard has also acknowledged that this programme will require additional work to ensure the accuracy of the information provided to it regarding the details of the effective charterer of each vessel.
