Unofficial consolidated text of the Condition Assessment Scheme - good planning essential

A consolidated text has yet to be produced by IMO which is likely to take some time. INTERTANKO has prepared this text to assist members who need to plan for CAS on their tankers.

According to the latest amendments to Regulation 13G of Annex I of MARPOL 73/78, CAS is the new inspection regime for single hull tankers of 15 years of age and above. The CAS requirements will enter into force as from 5 April 2005 but the time needed to complete the whole process could be as long as 12 months.

Members are urged to observe the "CAS Schedule" (i.e. Annex 3 to MEPC/Circ.390 - page 30 of the attached unofficial consolidated text) and take measures as appropriate. Particular attention should be given to the initiation of the process (approximately 8 months before the commencement of the survey), the step-wise preparation of the survey planning and the meeting between the tanker operator, Recognised Organisation (RO)/Flag Administration and the thickness measurement company. We have already received reports that Flag Administrations and ROs are very strict in observing these elements.
