INTERTANKO’s Executive Committee meets in Vancouver

The final INTERTANKO Executive Committee meeting of 2010 was held on 17 November 2010 in Vancouver, ahead of a joint ITOPF/OCIMF/INTERTANKO/NAMEPA Seminar. INTERTANKO’s Chairman, Capt Graham Westgarth of Teekay Corporation, chaired the meeting. 


Piracy continues to dominate the Agenda, in particular the issue of armed guards. The INTERTANKO position remains that it is the responsibility of the international navies to ensure the right of free passage on the high seas including the use of vessel protection detachments (VPD) on merchant ships. INTERTANKO does not advocate the arming of ships' crews. The use of private armed guards, private security forces or mercenaries onboard merchant ships has to be a matter for each individual owner or manager to assess as part of their own voyage risk assessment.


The Executive Committee also reviewed the Work Plan priorities agreed by Council at its meeting in October and has provided guidance on its development and implementation. Greater focus was also placed on the prominence of tanker market issues within a global economic and geo-political context. This will be followed up at future Council meetings and tanker events.


Other issues highlighted for discussion were research into establishing targets for GHG reduction for ships, mercury in crudes and control of the quality of bunkers. The Executive Committee heard that the ‘Virtual Arrival’ project is ready for launch and that INTERTANKO’s Documentary Committee will shortly publish model clauses for use with this process.


This was the last Executive Committee meeting for INTERTANKO’s Managing Director, Dr Peter Swift, before his retirement at the end of the year. The Executive Committee thanked him for his untiring commitment to the work of INTERTANKO and its Members and for the recognised progress INTERTANKO has achieved in representing the industry under his decade-long leadership. 


The next Executive Committee meeting will take place in London on 8 February 2011.
