California's Ballast Water Programme starts 1st Jan. 2000

Owners are reminded that the Californian ballast water programme formally begins on 1 January 2000.

This has been termed the Emergency Rulemaking and in summary includes:

1.      Mandatory mid-ocean exchange

2.      Mandatory reporting

3.      Mandatory compliance with good housekeeping practices, maintain a BW Management plan (IMO Resolution A.868), training.

4.      Fees & Penalties

5.      Random sampling of 25%

One of the key features of the legislation is the USD600 fee for all vessels calling at Californian ports from outside the US EEZ. At present INTERTANKO is looking further into making comments on this rulemaking at a public hearing on 20 January 2000.
