We thank the Worldscale Association for the decision to implement this change effective 10 April 2000. The issue is based on the fact that the terminal can, at its own discretion, order a vessel alongside this terminal to use stand-by tugs as a safety precaution against certain ebb-tide currents. INTERTANKO found it unfortunate that this expense had been unaddressed by the Worldscale rate system, which left it as an item to be negotiated between owner and charterer, usually after the problem had arisen.
