Mr K H Koo of Tai Chong Cheang Steamship, Chairman of the INTERTANKO Asian Regional Panel and Executive Committee Member, together with the INTERTANKO Asia Representative Ms Minerva Alfonso, visited Mr Ir. S.Y. Tsui Director of Marine, of the Government of the Hong Kong Special Administrative Region on 14 July.

Although a courtesy meeting, INTERTANKO took the opportunity of the two-hour discussion to address a few important issues of high priority on the Association's work agenda and matters of common concern.  Issues covered during the meeting included:

* Implications of the IMO Submission made by Belgium, France and Germany which contains a proposal for amendments to regulation 13G of Annex I of MARPOL 73/78, designed to speed up the gradual phasing out of single hull oil tankers.  The HK Marine Department was particularly interested in INTERTANKO's analysis of the proposal which will be discussed in MEPC 45 early October 2000.

* Flag State  - discussed Hong Kong's stance on the importance of maintaining a quality register.

* Port State Control issues - in particular Tokyo MoU's increased regional inspection target of 60%.  The HK Marine Department also welcomed the new INTERTANKO quality criteria for membership, where membership will be discontinued when two detentions for the same tanker occurs, with a proviso that the member is able to make a presentation in the case of unfair or groundless detention.

* China - where the HK Marine Department gave good advice on the proper channels and organisational structure of the Chinese maritime authority.

In addition, Ms Alfonso was invited to participate in future meetings of the Marine Department’s technical committee.

It was a positive meeting in which the two organisations opened communication lines, welcomed information exchange and future cooperation.
