PROBLEMS IN DELIVERING SLUDGE IN NORTH SEA AREA

INTERTANKO encourages members to report specific problems to the INTERTANKO office so that it may build up a case to present to Brussels.

Members complain about increasing problems in delivering engine room sludge in the North Sea area.  Even at the terminals of the largest charterers there appear to be problems. The directive on port reception facilities does put an obligation on ports to provide adequate reception facilities for both ship and cargo generated waste.  However, as it is a directive (as opposed to a regulation) the directive must now be transposed into national legislation in all the member states before it will be implemented.  The transposition as well as the implementation will be monitored by the Commission.  When in place there will be room for both "administrative" follow-up from the side of the Commission towards member states who fail to enforce the directive properly - and ultimately for going to the courts.  Therefore it is important for INTERTANKO to collect evidence of any problems. INTERTANKO therefore encourages members to report specific problems to the INTERTANKO office so that it may  build up a case to present to Brussels.
