EU Directive on Port Reception Facilities

As of 28 December 2000, the new Directive (2000/59/EC) on port reception facilities for ship-generated and cargo wastes entered into force.

Although the Directive aims to ensure compliance by port states for the provision of adequate facilities in ports, the Directive also introduces requirements for vessels to notify their need to use the facilities and also requiring all ships to deliver their wastes before leaving port. Exceptions to the latter are based on the storage capacity on board, and the possibility to deliver to the next port without risk of discharge at sea.

A main aspect under discussion during the development of the Directive was the incorporation of a uniform fee system. In this matter, all ships shall now contribute to the costs for ship generated wastes. This however does not apply to cargo generated wastes.
