INTERTANKO's Asian Panel meets in Hong Kong

INTERTANKO's Asian Panel covered a host of regional and international issues when it met last week in Hong Kong. Chairman, David Koo (Hong Kong Shipowners' Association), steered the Panel discussion through INTERTANKO's key policy items including bunker fuel quality, piracy and greenhouse gas (GHG) emissions while also considering a list of operational issues from recent developments in Spain regarding port state control to port reception facilities, as well as regional items such as shore leave access at Singapore terminals.


The Panel meeting was the second to take place this year and sits alongside seminars which had been conducted by INTERTANKO in the region's capitals during the course of 2010. It was noted that such seminars would continue in 2011 and that presentations and notes from these smaller events would be circulated to all Members in Asia. Koo emphasised the need for Members to participate in these seminars as well as the Panel meetings to ensure they stayed abreast of INTERTANKO issues and brought new matters to the table.


INTERTANKO's Managing Director, Dr Peter Swift, flew in from London to present on INTERTANKO's key issues, including piracy, bunker fuel quality and GHGHGH emissions. His presentation slides can be downloaded using the links below.


During consideration of the regional issues the Panel also noted the continuing problem of port reception facilities, not only in Asia but globally. It was noted that some difficulties persisted in Malaysia owing to a compulsory discharge regulation.


The Panel also raised a number of additional items including the ongoing problems associated with fines and penalties in Spanish ports; implementation of TOTS and the associated issue of crew matrix obligations; and the issuance of warranties for certain charterers within their vetting requirements.
